The problem is, that those using LibStub and embed the old lib, will use the old lib! (If those reference is not updated by the newer lib)
At worst the startup code is executed twice. Once by the embed lib and once by the stand-alone.
And!: "Included" (own manifest) is not "embedded" (paths in the main addon)

The lib itself is correct. The addons of Harven are not up-to-date. Remove all other subfolders of LibHarvensAddonSettings and check if the TXTs containing ## DependsOn: LibHarvensAddonSettings

Workaround: if I toggle gamepad mode off and back on the problem goes away for the session (I have a keybind to do this anyway, since I play with gamepad but prefer the kb+m menus).
