I was having this same issue. Changed to "en" and it's stayed, but still getting the problems decsribed.
I deleted DolgubonsLazyWritCreator and my Usersettings file. Restarted the game and then reinstalled the addon. All good now.
I tried changing the text to en, but when I start ESO it gets changed back to kr
