Hello, sorry for such a long reply... I kinda got sick of ESO.
I looked into the blur effect, You are correct and I originally thought it was a problem with Journal Quest Log, but after disabling my Addon it seems it also blurs. I did look at the code to see if I could figure out what I'm doing to remove the blur but cannot find it.
An alternative you can do is disable background blur in Perfect Pixel if you want continuity, it's under Other. If someone can show me what I would need to add I'll gladly update the addon.

Regarding the flash, I cannot seem to reproduce this. I go to the journal tab and select the multiple tabs, such as Active Quests to Antiques, and I don't see anything wrong.
Similarly, selecting Active Quests and then Journal Quest Log, nothing... Looks normal to me...
Maybe it's another addon or a setting you have in perfect pixel?
