This is a dependency for a few addons, but for some reason the original file was deleted, luckily they had it posted on a google drive on the comments for the addon that was requiring it.

I still googled frantically trying to find it to no avail before looking there. Either way I have NOT updated this at all and it should still be considered OBSOLETE for most uses.

I simply am reuploading it so that it can be accessed from somewhere that a google search hopefully can find it.
