there is 3 skillpoints in total - all of them connected so you need done it one by one
with many prerequizite quests
you can start them from
"Talk to Tanval Indoril in the Indoril Manor in the north of Davon's Watch."
and skip prerequisite quests at bal foyen and bleackrock

and they started at Bal Foyen/ Bleakrock
but you can start them in Davon Watch too, just to speak with Tnval Indoril
and skip few prerequisite quests this way

P.s. i see it not showing the all quests you need for quest with skillpoint...

to start it you need finish Reclaiming...
