 Moving Player and Target Frames

I've seen this questions asked multiple times in different places but no one ever seems to have an answer.
How would one go about moving the player and target frames?
When entering cursor mode by hitting the "." key in ESO those frames disappear, so they cannot be moved at that time. The only other mode is crosshair mode not...
