ZOS got it a little wrong in that thread. You don't need to disable HarvestMap, as suggested when they say to disable addons that rely on NodeDetection. Disabling NodeDetection alone fixed it for me. No addon disabling needed, NodeDetection is only used for HarvestMap's feature of only displaying spawned nodes on map and minimap,...

suggesting maybe adding to the brief FAQ that if you accidentally hide a quest, you can click it again to un-hide it, that the function is a toggle.
