 Battgrounds info is misplaced and partially off screen?

I dont see this as a window or any way to move it. The infor for battle grounds like the flag points and score is in the bottom right corner and only partially viewable.

Is there a way to enable hover text on buffs?

I want to be able to hover over buffs and debuffs and see tooltip. Is there a way to enable that?
