I don't know if there's anyone that actively liaisons with the ESO Dev team anymore about books that aren't accessible. I currently have 5 that I've scoured the game, IC, forums, the net, anywhere I could to find any inkling on where they could be. Either they have no alternative or they have not been fixed.
