It could be chat/language related, did you try to disable the chat infos at the bottom of the PA Banking settings to see if there is any difference?

They all have merchant addons disabled and do not present this problem even with PA Banking enabled. This narrows down the issue with the PA Banking module and one of the merchant addons, which is my next test.
To help testing, what merchant type addons do you have ?

Noted this too - the calendar is often out of sync. Not sure its a static calendar and not an API pull, so a server maintainece or other "resets" the calendar cylce on ZoS side, but mod is static - or something else is goiong on ..but yeah its out of date req...

Pollox's Daily Quest Tracker can be used until the issue with WPama is resolved. My Wpama doesn't seam to save the progress but Pollox's Daily Quest Tracker is fine.

I do not get the Libhistoire - Guild History pop up like you display. Mine goes to the In Game Guild History.
There is an icon on bottom left corner of the guild history page to "pop up" LibHistorie dialog box \ display it if its not showing for you.

If any category is stuck you simply clear the cache, the UI will reload, and then request data manually. No one has said that any files are deleted or that any MM or ATT data is deleted.
Agreed not offically, but thats why I was checking as below there was other troubleshooting about moving the MM\ATT files out of the directory...

ZOS is aware and we have to wait until the next incremental patch and see if the updates for guild history were included. The only current workaround is to clear the cache and wait for the UI to reload.
This workaround, is it deleteing the ifles in the APPDATA folder, the new cache ffolder, or using thte clearcache button?

I was thinking about it also and
a) there would be a LOT of alerts that could get very spammy
b) there would be a LOT of UI config to make it configurable to reduce that spammyness
