The reason is, I have become accustom to getting on my mount and then clicking the buff right after. If the buff isn't there on the action bar, because it hasn't reached the timer, I just dismount myself trying to buff again when I instead do something like say Magelight.

ESO did a simple fix for this, make the object/world draw distance different from the Character load distance. There's no way to change this, and if you did you would be banned for cheating.
