I wracked my brain trying to think what may have been different, and I realize that I identified my crafting character when I first logged on. I didn't do that this time until I logged in on all my characters.

So the error occurred at 13 but it wasn't specifically that 13th character that had the issue, since it worked after deleting saved vars. I would be curious to know if it always happens at 13 logged (regardless of who is 13th).
I'll let you know soon.

So my steps:
Updated to the force delete saved variable version.
Logged in successfully with 12 characters. Got to my 13th character and had a pop up error. In addition it prevented all menu and inventory functions. Had to /camp to get to log in screen.

... (Yes, this step is awful for guild halls with 187 attuned stations.)
I temporarily gave decorator permissions to members of my guild that use this add-on to scan. I know not everyone can do that though.
