Having Trouble Rearranging Elements

Hi there! I am sure I am missing something basic (I'm new to the PC version of ESO) but when I activate azurah my mouse control still changes my pov and I cannot grab HUD elements. I was able to this once but then I couldn't anymore. Is there a setting that I am missing? Thanks in advance!
