How to develop addons?

Sorry for the newb question but I'm interested in developing a small addon for myself. I'm not a programmer beyond what little I learned in college, but I'm a quick learner. What do I need to know to develop addons?

Otherwise try to edit smaller addons first and "progress" accordingly.
