No, afaik tooltip controls cannot be changed in their look etc. as we do not have access to them.
We can only change the size I think and a few texts can be changed "before they get added to the tooltip itsself", but afterwards the tooltip is a dynamically generated control with out much ways to alter it.
Adding lines at the bottom is about all we can do via addons.
