Just to clarify. The target marker system provided by zos can be used to put markers on any unit in the game. As already mentioned by Anthonysc, addons can not change the texture for those markers atm.
For custom markers entirely created by addons: those can only be displayed for a specific location or a group member. It does NOT work for enemy players (or units).
