Skills in middle of screen

A name of my skill appears in the middle of the screen when it just about goes on cooldown. Not only in combat, but any time. Ive searched and searched through my plugins i can manage in ESO with no success. LUI, Srenndar, etc. Anyone have any ideas on what i can disable in game to test next?

Srenndar first, if that isn't it then LUIE, then the next...

Action duration Reminder maybe?
Enable the "accountwide configuration" setting should fix it ?

Yes, could be Action duration reminder's feature.
There is a setting where you can disable these, I think it was called notification or similar.
