Did you start Minion with admin rights and gave it access in your antivirus and windows defender to the c:\users folder so it is able to write the Minion.xml file properly?
What does the Minion.log file tell you about this addon after you have started minion, deinstalled the addon and closed Minion (no other updates or dei stall/installations please!). Check the Minion.log file to see if there are any error messages or access problems.
btw: Why don't you just deinstall the folder manually by deleting it in your AddOns folder?
You could also just close Minion, delete the Minion.xml file, delete the addon manually in your AddOns folder, then start Minion as admin and reconfigure it newly so it scans your AddOns new.
