Character / Guild Unique Ids

Hello everyone,

does anyone knows if the unique Id from ZO_SavedVars:NewCharacterIdSettings for characters and the Id from GetGuildId() for guilds are unique per megaserver or across all megaservers?

I ask this because I'm currently have this id marked as unique in my database and have to now if I need to add the megaserver short key to the unique key
